The next City of Yarra - Bicycle Advisory Committee Meeting is 6.30pm, 
Wednesday 21 April. Fitzroy Town Hall is on the corner of Moor & Fitzroy 
St, Fitzroy.*

This months meeting includes discussion of the proposed Clifton 
Hill/Abbotsford Route (City of Yarra Bike Strategy) and an impromptu 
"product review" of a trial onroad rubber separator device. If you ever 
wanted to have direct imput into what council is planning to place on 
the roads, here's your opportunity! See below for more details.

The Yarra City Council's Bicycle Advisory Committee provides the local 
community with an opportunity to provide regular input to Council on 
bicycle infrastructure and policy development in Yarra.
The BAC is chaired by Yarra Councillor Sam Gaylard and meets every two 
months (six times a year).

Membership is open to any member of the Yarra community who is 
interested in enhancing cycling in Yarra. Those interested in attending

Bike Strategy - Clifton Hill/Abbotsford Route - BAC input requested *
The Clifton Hill/Abbotsford Route is a priority separation bicycle route 
proposed in the Bicycle Strategy. Council Officers have submitted a 
capital bid to gain internal funding for the planning (part 1) and 
construction (part 2) of this route.

At the next BAC meeting on 21 April 2010 members will be asked for their 
input on the proposed route and how to improve its quality through 
separation measures where possible.

A map of the proposed Clifton Hill/Abbotsford Route is attached - the 
route start/end points are the intersection of Heidelberg Rd/Fenwick St 
(Clifton Hill) and Nicholson St/Gipps St (Abbotsford).
The purpose of the proposed route is to establish an articulated 
separation route which connects the northern part of Yarra (Clifton 
Hill, Alphington) to Abbotsford and ultimately the City and gets 
cyclists across the Eastern Freeway.

This route will 'capture' all cyclists in the north-eastern region - the 
Heidelberg Road Bridge is the only crossing of the Merri Creek for some 
distance in the area. Heidelberg Road carries a high number of cyclists 
in the peak periods (196 in the morning.) - in its current form it suits 
more experienced and 'bold' cyclists. As the route enters Clifton Hill 
the bicycle lanes cease to exist on Queens Parade -the environment can 
be intimidating and discouraging for cyclists.

The aim of the Clifton Hill/Abbotsford Route is to provide a safer and 
more comfortable alternative to the existing Heidelberg Road/Queens 
Parade route and ultimately encourage new/novice cyclists.

Objectives

    * To increase cycling numbers and attract new cyclists, of all ages
      and all skill levels.
    * To support and enhance safe and efficient cycling in the City of
      Yarra.
    * To improve the awareness of the rights of cyclists and encourage
      responsible riding.


Strategies

    * Provide user perspective on proposed cycle projects and the
      existing network in Yarra.
    * Develop educational/information programs for cyclists and develop
      programs to reward/recognise good cyclists/drivers.
    * Work with individuals, other community and cycling groups and
      Councils to promote bicycle use and lift the recognition of
      cyclists as road users.


Actions

    * Review concepts for bike projects and routes as funding becomes
      available.
    * Assess existing bicycle network as required.
    * Provide feedback on new initiatives/products as they become available.
