[publictransport] Confused driver?

When the government announces a "ban" on something, no matter how subtle or carefully crafted it is, there will always be a percentage of the population that interpret it as meaning "this activity, or anything like it, is illegal and unethical", and treat those who appear to be ignoring such a ban as apparent criminals.
I'm now in a position where the ban doesn't really affect me anymore (working for home 5 days a week!), but it really is this aspect that bugs me more than anything.
Either way, there's also clearly no excuse for the driver making an announcement about the ban when the train is travelling away from the city.
