[publictransport] ban on bikes wish list for Geelong V/line

Hi Russell,

Does the Geelong group intend to make a separate submission or do you
want these points worked into the main BtBB submission?

We briefly discussed this at our Saturday meeting, because it's
something that is popular and works well in European cities. However
they don't have compulsory helmet laws, and offering helmets for hire
is a bit suspect, and it wouldn't work very well if you are supposed
to BYO helmet to a free bike hire. So I'm not sure about that one.
