[publictransport] Debate and Dis(unity)

A concern that I have with registering bikes is that it will actually
discourage people from cycling if they have to go through the process of
registering. We want everyone to be able to cycle; from the person who does
it every day to the person who sees it gathering dust in their garage and
decides to go for a ride - because that person is unlikely to have it
registered if they only use it rarely.

Even though most people on here are regular users, we need to encourage the
non-regular users and registering bikes will only discourage them.
