Too right.  But as others have said, the TAC automatically covers you  
for incidents involving motor vehicles, and you can buy your own  
personal accident insurance to cover the rest at modest cost, without  
having to pay a special fee to any government agency.  TAC insurance  
is compulsory for motorists only because they're the ones doing the  
damage by and large.

Roads are public goods and you don't need special permission to use  
them.  WA used to have a registration scheme for bikes, but they gave  
up on it years ago because it was eating up public money for little  
real benefit.
